In the scriptures, there are actions taken by God that we may not understand - the purpose of which may not be clearly apparent. The answer may be simply that God does not think the way that man does. He may be working out plans that are currently beyond our comprehension. One example that has been confusing, even to God's people, is the Revelation 20 prophecy about the post-Millenium event in which Satan will be released from his state of restraint to deceive mankind.
