This is not God's kingdom yet; the world is ruled now by Satan, a liar and murderer. And he influences the wicked. In addition, God gives everyone the freedom of choice, and most choose the way contrary to God's will, the way that leads to and encourages wickedness. But, in the end, the wicked will receive justice.
